More construction in 2010


There is some uncertainty about the next year being better than 2009, and many of us question it. Still, there is a positive atmosphere in the industry.

According to José Eduardo Correa Abreu, president of Cámara Mexicana de la Industria de la Construcción, CMIC, 2010 will not be better than 2009. “So is it, that the numbers show the same as the Budget. There was a very big hole the legislators tried to cover, yet we hope to move forward”.

“While we expect the resources destined to the infrastructure to increase during the next year, the flow of resources and contracts must be hastened”, José Eduardo Correa Abreu commented.

“This is the moment when the government must contemplate the assignation and execution of the resources so 2010 can begin with an outstanding enlargement of the economical and occupational statistics in the country”.

Several developers and executives of investment funds, trusting in the infrastructure and construction as a growth opportunity, consider 2010 as a period in which the economy of the country will require actions and quick decisions like, as for example, the initiative of the Law of Public-Private Associations, which will allow to quicken and to make flexible the accomplishment of projects, and to generate le- gal certainty for the private investors and the public sector. “This it is the Sexenio of the Infrastructure and the commemoration of the bicentennial of our Independence and the centenary of our Revolution. They must agree with the deep changes that the country requires, like the Fiscal Reformation, an aspect that requires of the collaboration of all, acting of political figures and of the private initiative”, expressed the President of the CMIC, institution that proposed four points to avoid the union of the construction undergoes the hill of January with red numbers, just as it happened in the last months. The CMIC exhorted authorities and legislators to consider the following:

Tourism recovery

For 2010 constructors and developers have thought, at least in the short term, to maintain its plans of expansion. With respect Grupo Posadas they plan to construct 200 hotels more during the next five years. In City Express they have planned to develop twelve buildings in 2010.

The banks, on the other hand, will have an active participation in the market representing a high potential. In Banorte they see the tourist sector like a market of almost 5 thousand 700 million annual weights, and in that sense, the investment made by the institution in this sector is excellent and they plan to reactivate the credit bridge for this segment.

For BBV-Bancomer the development of real estate projects directed to satisfy the future demand of the American pensioners, who look for a more pleasant climate, has a good perspective, although in 2009 it was totally lengthy.

The Director of the institution, Ignacio Deschamps, thinks that given the importance of the American segment of pensioners, they have created a unit specialized, integrated by a group of experts under the concept of Preferred Customers Unit directed to take care of the necessities of this niche of the market.

On the other hand, Jose Eduardo Correa Abreu, President of the CMIC, has emphasized that the plans of infrastructure and construction in several states go hand in hand with the real estate and tourist development, where there is very important the use of new power plants applied to the development and the operation of the new tourist developments in Mexico.

“As we know, at the present time some real estate and hotel developments in the Mexican tourist centers face alterations in the ecosystems, caused by a bad planning, the use of obsolete and old fashioned technologies, and by an inadequate use of the created infrastructure in order to respond to a tourist demand that exceeded the expectations of the initial planning”, emphasized Correa Abreu, who added that the participation of the federal government by means of their nacional program of development and national plan of tourism constitutes the form in which the federal government, the states and the municipalities construct public policies for the sustainable handling of the tourism sector in Mexico.

The SCT plans several infrastructure works in 2010

The Secretaría de Comunicaciones y Transportes, SCT, 2010 has planned 363 infrastructure works for 2010, where 163 would correspond to construction and modernization and the other 200 to rural paths.

Juan Molinar Horcasitas, Director of the SCT, declared in recent press conference to which Inmobiliare Magazine was invited, that it will be in the second half of the sexenio when there will be more construction of infrastructure through more fiscal resources.

The President of the SCT affirmed: “the vision that we have is not only to construct with increasing fiscal resources, but to know how to assemble projects that are a catalyst to attract greater financings, to promote the infrastructure in the country, to make of Mexico a great logistic platform that takes advantage of to the maximum the manufacturing scenery of North America to which the country is already integrated, and where the operation of ports and highway networks and railway can be involved”.

As we can remember that during the first three years of the of Felipe Calderón’s administration 250 thousand million dollars have been destined to the construction of public services.

On the other hand, in several occasions Juan Molinar Horcasitas has maintained that the schemes of public-private associations are essential to attract investment of individuals and to complement the resources of the Budget of Debits of the Federation. “We are interested in maintaining a permanent contact with financial institutions, Afores, concessionaires, infrastructure funds and other important figures in order to guarantee the viability of our projects”.

Conagua and its hydraulic infrastructure projects for 2010

Among the works at hand, the executive emphasized the next: the project of the dike El Zapotillo, in Jalisco, which will supply of potable water to 1,1 million inhabitants of Leon, Guanajuato and 400 thousands of diverse municipalities of Los Altos de Jalisco; and a circuit of macro distribution in the city of Leon, Guanajuato. Luege Tamargo informed that the integral project will have a cost of five thousand 359 million pesos, 49% of which will be applied through the Fondo Nacional de Infraestructura and the other 51% with resources of the private initiative.
